BEREA, Ohio (AP) - Browns coach Pat Shurmur sounds like a broken record when he talks about his team's broken record.

Once again, Cleveland came up short on Sunday in a 23-20 overtime loss to the Dallas Cowboys, who overcame a 13-point deficit by exploiting the Browns' injury-riddled secondary and taking advantage of 12 penalties, It's a familiar story for the Browns (2-8), who have lost five games by seven points or less this season and lead the NFL with 18 such defeats since 2010.

Shurmur preaches the importance of ``finishing'' to his players on a daily basis and believes his team is getting closer to winning tight games. He doesn't think his young team has gotten discouraged by the losing.

Rookie linebacker James-Michael Johnson says the losses are frustrating but is confident ``we are going to win one day.''
